In February, the main newsmaker was the media regulator. Apart from its usual activities on combatting Russian influence in the media and preparing its yearly report, NBC controversially decided not to penalize one media outlet for breaching linguistic legislation in relatively similar circumstances to the two cases decided in 2024, where the fines were applied. It has also registered the first Ukrainian video-sharing platforms and, from now on, will engage in this new type of regulatory activities, supervising the application of due diligence obligations by this new type of subject.
The most notable events happening in this period were:
- the sanctions on the former President of Ukraine and their influence on the media sector;
- the legislative proposals suggesting the shift of authority in the sphere of competition law to the media regulator;
- the first video-sharing platforms registered under Ukraine’s jurisdiction;
- the controversial decision of the National Broadcasting Council on the linguistic quotas violation by the broadcaster belonging to the Inter Media Group.
This series of digests provides an overview of the proposed and adopted legislation in the spheres of freedom of expression, media regulation, privacy and data protection, Internet regulation in general, and the activities of the National Broadcasting Council in the area of Media Law implementation.
