What’s up with Ukraine’s media regulation in May 2025? 

May was relatively uneventful in the spheres of media and digital rights regulation, with the main attention of the legislative and executive branches representatives shifting towards a diplomatic track and the potential ceasefire. Nevertheless, in the month’s final days, the media regulator had spoken its word in combatting the aggressor state’s influence in the information environment, adopting its largest fine to date after the Law on Media’s entry into force.

The most notable events happening in this period were:

  • the progress of the Draft Law #12111 improving the Law on Media’s compliance with the EU standards, including EMFA;
  • the NBC’s decision to fine the audiovisual services provider for including Russian TV channels in the package;
  • the expansion of the List of Aggressor State On-Demand Audiovisual Media Services and Services of Audiovisual Service Providers.
