What’s up with Ukraine’s media regulation in September 2026?

While September is usually marked with the beginning of a new political season, in Ukraine it led to a somewhat intensified season of EU integration legislation drafting. EMFA’s text is being finalized, a law transposing Anti-SLAPP Directive was submitted to the Verkhovna Rada, and the draft State Budget for 2027 appears to be taking into account some of the EU Commission’s recommendations on financing public service media and the NBC. Media regulator had announced a number of important public consultations on its by-laws, in the wake of the potential renovation of its squad after the completion of the competitions for all 8 positions.

The most notable events happening in this period were:

  • the presentation of the draft State Budget for 2027;
  • the submission to the parliament of the draft law #16117 aimed at transposing Anti-SLAPP Directive in Ukraine;
  • the entry into force of the co-regulatory Criteria regarding the promotion of the Russian totalitarian regime, the armed aggression of the Russian Federation against Ukraine, and symbols of the military invasion for audiovisual media;
  • the opening of the competition for the three NBC positions whose holders’ authority expires in December 2026.
